The Position
The Industrial Development Authority of the County of Maricopa (“MCIDA”) seeks a well qualified
individual, as described below, for the main Administrator position. The current Administrator is retiring in December after serving MCIDA for 35 years. A September start date for the new Administrator will allow for a few months of transition to learn the ins and outs of the job and for the current Administrator to pass along her wealth of knowledge gained over the years.
The ideal candidate for this position will have experience with daily business and administrative operations. Desirable knowledge and background include familiarity with the issuance of tax exempt
revenue bonds.
The Administrator will work with the other administrator responsible for the homebuyer assistance programs and multifamily housing compliance. The Administrator may be supervised on different
projects by the in-house General Counsel and the Executive Director.
This diverse and rewarding position works collaboratively with the other MCIDA staff, financing team professionals and certain Maricopa County departments on a wide variety of issues.
Maricopa County IDA
MCIDA was created in accordance with Arizona law to provide lower cost financing for qualified projects through the issuance of revenue bonds. The MCIDA’s bonds are exempt from Arizona income taxation. Similarly, the bonds can be tax-exempt from federal taxation, if they are issued in compliance with the Internal Revenue Code of 1986, as amended.
The Board of Directors is comprised of nine directors who are private, volunteer citizens appointed by the Maricopa County Board of Supervisors. The Board of Directors meets monthly or as
otherwise necessary.
Since 1973, MCIDA has served Arizona with distinction by spurring economic development, increasing the availability of affordable housing, financing nonprofit health care and educational facilities, and improving Arizona’s economy through access to low-cost financing and community investments. For the past fifty years, MCIDA has issued more than $12 billion in bonds, invested millions of dollars in the community, and improved access to affordable housing.
Detailed Job Description
Duties may include, but are not limited to, the following:
  • Responding to inquiries from applicants and public finance professionals;
  • Participating in financing team conference calls;
  • Assisting applicants and attorneys with the bond financing process;
  • Providing deliverables for bond closings;
  • Outlining potential board agenda items;
  • Organizing of, and acting as recording secretary for, monthly MCIDA Board of Directors meetings;
  • Handling general business operations;
  • Communicating with MCIDA directors, Maricopa County staff, and financing team members;
  • Participating in public TEFRA hearings;
  • Working closely with Executive Director and General Counsel to develop or enforce MCIDA policies;
  • Developing or assisting in the development of procedures to further MCIDA priorities;
  • Monitoring and ordering office supplies and equipment; and
  • Attendance at some evening community events.
Minimum Requirements for Application
Any combination of experience and education that likely would provide the required knowledge and abilities will qualify an applicant for the position. A typical way to obtain the knowledge and
abilities would be:
  • Experience: Prior municipal revenue bond financing involvement; a background in organizational management; and superior document management and computer skills.
  • Education/ Certificate: Bachelor’s degree. Paralegal certification.

Under general supervision, assist attorneys and legal managers in day-to-day legal tasks.   • Assist with management of US and international legal entities to ensure the entities remain in good standing.

Qualifications

Minimum Requirements:

  • Associate's degree in paralegal studies OR Paralegal Certificate from an ABA approved program AND (2) two years’ experience in a law firm or in-house legal department
  • Proficient with Microsoft Office Suite, working knowledge of database programs, including SharePoint.
  • Ability to handle and prioritize multiple projects and consistently focus on attention to details.
  • Able to communicate effectively, both orally and in writing. Possess excellent knowledge of reading, writing, grammar, spelling, punctuation, proofreading, and formatting in order to interpret source data, prepare corporate transactional documents and forms, and proofread material for grammatical, typographical and spelling errors.

POSITION SUMMARY:  The Senior Paralegal (Corporate Services) provides overall support for matters related to the Company’s emerging business development projects, mergers and acquisitions and other corporate transactions.

PRINCIPAL RESPONSIBILITIES: 

  • Works closely with legal and business teams on legal needs for emerging business projects within the company, from drafting of confidentiality agreements to facilitating execution of agreements
  • Works closely with attorneys to draft, maintain, and track agreements and other documents, including required board and member consent and notices, to ensure compliance with legal obligations in joint ventures and other emerging business partnerships.
  • Supports all aspects of corporate transactions, including drafting and reviewing confidentiality agreements, advising on and obtaining legal entity information, assisting with due diligence, initiation of wire transfers, and facilitating execution of all documents
  • Compiles data and prepares contract analysis and summary reports, including Excel spreadsheets
  • Coordinates with appropriate internal clients to obtain information and track legal deadlines
  • Attends meetings with internal and external stakeholders, such as development partners
  • Responds to questions from corporate and field personnel, including requests for information and documents, and providing direction regarding compliance with Company policies and Levels of Authority
  • Assists with corporate entity annual renewal filings
  • Assists with corporate subsidiary management when needed, to include:
  • Updating organizational charts, drafting corporate resolutions, and drafting affidavits explaining legal entity relationships
  • Acting as system administrator for Secretariat platform
  • Handles internal and external inquiries and proficiently manages communication, exercising discretion regarding confidential and sensitive information
  • Communicates effectively with all levels of management and staff as well as outside counsel
  • Performs other job-related duties as assigned or apparent

QUALIFICATIONS: 

  • Experience with Legal Tracker or other similar platforms
  • Knowledge of other Microsoft Office suite programs such as Access, PowerPoint or OneNote

Founded in 2007, Defenders of Children is a Phoenix-based 501(c)(3) nonprofit organization that provides free trauma-informed and healing-focused legal services to vulnerable children and their families throughout Arizona, with an emphasis on protecting and promoting the rights and safety of survivors of child abuse and other forms of domestic and sexual violence.
In addition to representing diverse low-income clients in courts across the state, Defenders of Children partners with domestic violence shelters, residential treatment centers, immigrant and refugee organizations, and state and local government agencies that share our concern for the welfare of children and our goal to promote healthy families. About the Position:
Defenders of Children is seeking a Spanish bilingual certified paralegal or experienced legal support professional to join our growing team. The successful candidate will manage client intake, maintain client case files, assist attorneys representing clients in family law and other civil legal matters, and advocate for clients and their children.
The paralegal / legal support professional will interact daily with both current and prospective clients. As the vast majority of our clients are survivors of family violence, the paralegal / legal support professional will be expected to provide compassionate, patient, and trauma-informed services at all times and must be comfortable working with diverse clients who may be facing challenges in the areas of homelessness, mental illness, substance abuse, and similar issues. Defenders of Children provides ongoing training to ensure that all members of our team are best positioned to address our diverse clients’ needs.
